What is the cheapest way to get rid of a very large inground pool?

The house I have an offer in on has a cement poured in ground pool with a steel liner. We need to fill it or have it removed asap, we don’t have much time to make a decision on the house. We are told it will cost anywhere from $4000 to $5000 to remove concrete and have it filled. Does anyone have any other options or know where we can have it done cheap? We are in Michigan. Please let me know asap, if not I may not be able to get my dream house. Please help!
The one part of the cement in the pool caved in and people have been saying there are some city rules you have to follow to fill it in. It needs to be filled with sand and dirt and has to have holes so it won’t flood. It also needs to be compressed so it does not sink. Is there a better way?
